On The Horizon Hastings Comprehensive Plan

The Hastings City Council adopted Resolution No. 2025-13 to adopt the 2025 City of Hastings Comprehensive Plan. This is a “living” policy document that helps guide the community, developers, the Planning Commission, and the City Council for future development. It is considered a living document because it should be readily changed and updated when major community changes occur.

The City worked with the consultant team, Marvin Planning Consultants, to research, get input from community members, and write the planning document. Marvin Planning Consultants described their process through three lenses. First, they looked into background information about the community by visiting/driving through Hastings and collecting information from the Census, previously completed Housing Study, and various facilities around town. The next step was community engagement through a survey on SurveyMonkey, a community engagement process on Mindmixer, and various public meetings. These two steps allowed the consultant to get an idea of where Hastings was in the past, and where they are now. Using these findings, the consultant created goals and policies to determine a roadmap for where the city wants to be in the future.

We recognize that most people don't regularly use a comprehensive plan, so we have created an FAQ section with some commonly asked questions, including what a comprehensive plan is, why to plan for the future, and how to use the plan.

City staff will provide an annual update, beginning in January 2026, to provide the community, Planning Commission, and the City Council with an overview of development in Hastings, how the Comprehensive Plan is assisting in guiding development, and if updates to the Plan are needed.
