The City of Hastings Development Services staff is undertaken a comprehensive review and update of the City's Zoning and Subdivision Regulations that are found within Chapters 34 - 38 of the City Code of Ordinance.

We recognize that most folks don't use zoning and subdivision regulations regularly. These regulations are the foundation for development and redevelopment across the City. The zoning regulations establish what uses can go where, how buildings are situated on the lot, and other site and design characteristics, such as parking, landscaping, and signs. The subdivision regulations create the minimum standards and process to divide the land into lots to prepare the property for new development. These regulations include minimum standards for utility and street designs.

The City of Phoenix, Arizona has created an amazing short video to explain the basics of zoning. A link to the video is to the right - it is worth checking out!

The purpose of this review and update is to use best practices to maintain our community’s safety, and character, make the regulations easy to understand and use, and make the development process as streamlined as possible. Throughout this review and update process, staff will provide information, seek your input, and provide drafts of individual chapters of the code on the page.

    Thank you for your question.

    We have just begun the project and are a ways off from having proposal new draft regulations. However, any new regulations will probably have very little impact on existing buildings. Any new regulations would generally not apply until a building is proposed to be added on to, renovated, or is damaged to a substantial degree.

    I would say stay tuned for updates in the coming months!

    Thank you for your question. The City of Hastings has some fairly unique requirements and standards for parking for businesses. The uses of the building are a fitness center (as you noted) and a business office for a contractor. Both uses are permitted in the I-2, Heavy Industrial District, which the property is zoned.

     The parking requirements are listed in Sec. 34-308. As you can see, the table groups a lot of the uses allowed throughout the City into broad categories. The fitness center and business center uses would be classified as a Business – Generally. The building is roughly 5,100 square feet in area. Based on the table, the uses would need to provide a minimum of 17 spaces.

    The parking regulations in Sec. 34-308(5) allow for credits for on-street parking and public parking areas to be counted towards the requirements for the businesses. Based on the availability and location of parking along Utecht Drive and the parking lot for the soccer fields at the City’s recreation area to the west, the application of the parking credits allowed the site to be developed as it has.

     This is one example of the regulations that the Development Services staff want to review with the community to make sure that this is how proeprties should be built.
