CDBG Infrastructure Grant - Manufactured Home Parks
Manufactured homes in Hastings and across the state provide a high number of "naturally occurring affordable housing," which means that these homes are affordable to own or rent, without being subsidized by any federal programs. There are six manufactured home parks in Hastings, with over 560 homes for more than 1,000 residents. All of these parks were created in the 1960s and 1970s and were done so with private streets and utilities, including water mains and fire hydrants.
Over the years, fire protection standards and water infrastructure standards have expanded. Although the park owners have worked hard to maintain the private services, including the fire hydrants, the infrastructure needs improvements to meet the fire protection standards. To continue to keep these homes affordable, the City of Hastings is seeking grants to improve this infrastructure.
The City is partnering with the owner of K & K Plaza Manufactured Home Park, Lone Vista, LLC., and the South Central Economic Development District to apply to the Nebraska Community Development Block Grant Public Work - Infrastructure funding source to help pay for a new water main through the park to provide adequate fire protection water service. This grant is designed to also provide new hydrants at the appropriate spacing to meet the Hastings Fire Department Requirements.
The grant will fund up to $450,000 for the total project cost. The grant requires a local 30% match (up to $135,000), which will be paid by the K & K Plaza manufactured home park owner, Lone Vista, LLC.
The grant application is due September 13, 2024. If awarded, the project is anticipated in to begin in the Spring of 2025.
The Hastings City Council is scheduled to hold a public hearing on the final application submittal on August 26, 2024, which starts at 5:30 pm. This meeting will be at the Hastings Municipal Airport, 3300 West 12th Street, Hastings, Nebraska.
The grant application was submitted on September 13, 2024 to the Nebraska Department of Economic Development! The grant award announcement is anticipated to be in November. Fingers Crossed!
