Because there are no other action items, January 28, 2025, Planning Commission meeting is CANCELED.

The Hastings Community Redevelopment Authority has made applications on behalf of Queen City Development for a proposed development at the property generally located northwest of the intersection of West 2nd Street and North Kansas Avenue, on the west side of North Kansas Avenue. The development plan would construct a new two-story, mixed-use building and covered parking on the property. The new building would house four, semi-detached residential units, with 2-3 bedrooms and 2.5 bathrooms in each unit, and a speculative commercial space. The developer has proposed to use Tax Increment Financing (TIF) as part of the financing plan to make the project feasible.

Requests have been made to the Planning Commission for the following items related to the proposed development:

Case # 2025-1: A public hearing to consider a request for a Plan Modification No. 2025-1 to Redevelopment Area #1 for the East End Redevelopment project.

Case #2025-2: A public hearing to consider a request for a Rezoning from C-2, Central Business District, to CP-2, Commercial Planned District.

The Hastings Planning Commission is scheduled to hear these requests during a public hearing on January 28, 2025, at 4:00 pm at the Hastings Municipal Airport, 3300 West 12th Street, Hastings, Nebraska.

The Hastings City Council is scheduled to hear this item during the public hearing at their February 24, 2025 meeting, which starts at 5:30 pm. This meeting will be at the Hastings Municipal Airport, 3300 West 12th Street, Hastings, Nebraska.

All interested parties are invited to provide comments, as described below.

Public Input - East End Redevelopment Project

The City of Hastings offers several ways for people to provide input on applications to the Hastings Planning Commission. Regardless of the method, all public input is considered, so people need to use only one method. 

Instructions for leaving a public comment are below:

  • Your comment will be available to the Planning Commission, City Council, staff, and others to review immediately instead of waiting until the public hearing.
  • Your comment will be posted and publicly viewable as soon as you hit 'Submit'.
  • Please introduce yourself, your neighborhood, and your thoughts about this project.
    Example: Barbara Smith, Ward 1. The project is two blocks from my home and my children would have to walk past it every day on their way to school. Please consider adding sidewalks to this project.

Other ways to provide comment:

1 - Send an email to the Development Services Staff. Your email will be provided to the Planning Commission. To have your comments provided in the Planning Commission packet, your comments must be received by noon, Wednesday before the Planning Commission Meeting. Otherwise, your email must be received by 12:00 pm the day of the Planning Commission to be given to them at the meeting.

2 -  Attend the meeting in person to give public input. The public hearing date, time, and meeting location is described above.

To all concerned: As I was in managerial/executive part of the General Contractor that provided the services to Eakes Office Supply when they decided to come to town, I would suggest that parking was an issue back then as we took valuable retail space from the floor plan and converted to designated parking for the store. There is retail/commercial development under construction in this East area and is going to put pressure on current parking availability. Perhaps a better location would be at the Bert's pharmacy site to get that moving. That site would not cannibalize parking.

Chad, Ember, Members of the Planning Commission,
As mentioned earlier, I have serious reservations about this project. Personally, I do not feel the locattion will fit as shown within the given space. The model presented, though visually appealing, cannot be applied within the area as it sits.
Critical parking for the area businesses effected is totally inadequate.
Those parking spaces shown do not match up w/the spaces which presently exist. (11-8)
The Reno Bar recently underwent a significant remodeling. The parking lot removal will hamper their business as well as any future east end development to come.
Residences would require additional parking and there will be none left over.
The 3-story Big G building located to the south would be a perfect renovation project W/Enclosed, Self-Contained Parking. This would leave the lot open for improvements as has been accomplished Downtown elsewhere.
Keeping the lot open allows for the continued redevelopment project presently under construction to the east. This is a multi-faceted project which will add to the overall experience to Downtown.
IMO we (BID, CITY, PLANNING, COUNCIL, CRA) should be doing everything in our power to promote the redevelopment of BOTH Big G locations, leaving the present 1st floor residential restrictions as they are & leave/improve what little parking we have for existing and future business.
