The City Council approved Ordinance No. 4778 and Resolution No. 2024-60 to approve the rezoning, redevelopment plan modification, and final plat.

Rief Development, LLC, Lagunas Home Construction, LLC, and the Hastings Redevelopment Authority have made applications related to a new single-family residential development generally located approximately 850 feet south of the intersection of North Elm Avenue and East 26th Street, on the west side of North Elm Avenue.

The applications are for a Redevelopment Plan Modification (Case No. 2024-300) in Redevelopment #18, Rezone (Case No. 2024-278) the vacant tract of land from R-1A, Single-Family Large Lot Residential District to R-1, Urban Single-Family Residential District, and Final Plat (Case No. 2024-279) the first phase of the development. The Final Plat of Elm Meadows First Subdivision will create 18 single-family lots, public street right-of-way, two outlots for stormwater management, and needed easements to serve the lots.

The Hastings Planning Commission held the public hearings on September 17, 2024, at the Hastings Municipal Airport, 3300 West 12th Street, Hastings, Nebraska. The Planning Commission recommended approval of all three items to the City Council by a vote of 7-0.

The Hastings City Council is also scheduled to hear this item during a public hearing at their October 14, 2024 meeting, which starts at 5:30 pm. This meeting will also be at the Hastings Municipal Airport, 3300 West 12th Street, Hastings, Nebraska.

Public Input - Elm Meadows First Subdivision Rezoning Request

The City of Hastings offers several ways for people to provide input on applications to the Hastings Planning Commission. Regardless of the method, all public input is considered, so people need to use only one method. 

Instructions for leaving a public comment are below:

  • Your comment will be available to the Planning Commission, City Council, staff, and others to review immediately instead of waiting until the public hearing.
  • Your comment will be posted and publicly viewable as soon as you hit 'Submit'.
  • Please introduce yourself, your neighborhood, and your thoughts about this project.
    Example: Barbara Smith, Ward 1. The project is two blocks from my home and my children would have to walk past it every day on their way to school. Please consider adding sidewalks to this project.

Other ways to provide comment:

1 - Send an email to the Development Services Staff. Your email will be provided to the Planning Commission. To have your comments provided in the Planning Commission packet, your comments must be received by noon, Wednesday before the Planning Commission Meeting. Otherwise, your email must be received by 12:00 pm the day of the Planning Commission to be given to them at the meeting.

2 -  Attend the meeting in person to give public input. The public hearing date, time, and meeting location is described above.
